Q What is before and after?
A At the very beginning of the episode, it said "before and after". This is because the case happened in 1973 and they reopened it in 2001. In almost each person's perspective, it showed what was current and it also showed a flashback to explain what had happened in the past. They were dealing with a case that had been reopened which explains the before and after effect. This is a key part to the episode, and it helps the audience with understanding.
Q Did Nora Jean Flowery frame Van Horn?
A Van Horn was put behinde bars for a good portion of his life. He was said to have shot Tom's father's partner in 1973. He was called a "cop killer," he was hated by everyone. For years a lawyer tried to get the case reopened, she had faith and confidence in the fact that he did not actually kill the officer. She went to McNorris and they reopened the case finding out that "Commara" was the person that shot the officer. She did frame him because at the time of the incident, she needed his car and she knew that he thought she was pretty and liked her. He was in the wrong place at the wrong time, and they charged the wrong guy.
